Does the cash card have a number on it that she can call? If so, the company should be able to arrange to get another sent out asap to her. We had our card stolen whilst on holiday and as it was a sunday, no banks were open to help us with cash. As I remembered one of my other credit card numbers, the hotel we were in very helpfully agreed to give me cash against my credit card account, they did a card holder not present transaction. We agreed to pay the cost of the transaction for the hotel which was only a few pounds.
If your daughter is in a hotel that will do that for her, it may be the best way to get some cash quickly.
Best of luck

Thank you Sue 11, I'll pass that info on to my daughter in china and hope she manages to explain herself; being an expat living in the netherlands, whilst on holiday in beijing. What a time to sit on your cashcard and bend it!! But that's daughters for you.

You should be able to get cash in a bank by producing the card. May depend on what type though.
She could try going to the British Embassy / Consulate - I'm sure that they have dealt with similar cases thousands of times.

Panic over with, she managed to use the cashcard even when bent, excuse the pun. But thanks to all who responded.
