is there a breed of hen of which the cockerel does not crow as i want to put some chickens on my allotment the local council say you can have hens but no crowing cockerel

There is one that gives a sort of embarrassed and very muted half crow.
I don't know the name of the breed but they were in a garden next door to where we stayed on holiday and I was so thankful for this pathetic sound as there were about 30 of them.
The whole lot, both hens and cockerels were quite small and had a punky look on their heads.

Hey, febee, I have only one cockerel left now, but I had three or four in my high days of breeding different species. I ran a B&B business in those days too, and when someone came down in the morning complaining about the noise I'd ask how the eggs tasted, and politely point out that shop eggs weren't nearly so good! And to be honest, after a couple of days the guests could sleep through the crowing, so I don't know what your neighbour's complaining about!
Our house faces the road, but has a huge garden and big fields at the back. The road is noisy, a darned sight noisier than the birds, and I know which side of the house I'd prefer to sleep on!!
