How is one of my vodafone sims working and the other isn't.I understand there is a network problem with vodafone?

I have 2 voda sims and one was showing a network problem 2 weeks ago. I phoned customer service and was told that the sim cards used 2 different providers and one provider was experiencing problems.This was resolved in about 12 hours but it's now occured again. I am using both phones from the same place so I assumed they would both use the same network provider. Is this not the case, can anyone please explain? Thankyou

Each mobile number is allocated to a HLR (Home Location Register). If one of the HLR's goes down, any mobile number registered on it will be affected. Therefore, you can have two Vodafone mobiles in the same location, one will work and the other may not. Key *#101# and press send to display which HLR each of your numbers is registered to.
