My P45 and my boss

I'm having a really big problem at the moment, basically I resign from my job 2 months ago as I had to go abroad for a family bereavement. 3 weeks ago I sent an e-mail to my boss asking him if he can pls send my P45 and my outstanding salary to me I had no reply form him, then a week later I sent other e-mail saying the same thing. In the meantime im in touch with a girl who works there and she e-mailed me saying he said he's going delay sending it to me on purpose because he angry that I left. So today my boyfriend called on my behalf as I cant make calls to the UK here ( to expensive) and he asked what was going on and he was very rude to him saying that I cant send it to her if she not in London it against the Law? is that true because all I want is it sent to my home address and my mother can take care of it for me, my boyfriend said he will find out if this is true and my boss said he's going find out if he can send it to my home when im not here. Now I think he can because it's his reasonability to send it wherever I am because that's non of his business. Really need some advice....

If yes, your employer is required to issue the P60 by 31st May. Failure to do so can result in an initial penalty of �300, plus a further penalty of up to �60 for each day that failure continues.

Did you work out your notice period as per your contract, or is there any other reason that there may be a dispute?
If there isn't then tell your boss that you want the salary owing to you paying within a certain time e.g. 7 days after which you will take legal action to claim it. Is the salary paid directly into your bank or will it be by cheque? Give him an address in the UK to send it to if by cheque. It doesnt matter and doesnt concern him where you are at present.
The P45 is irrelevant, you don't need it.
