At that price it is not the greatsest laptop ever, but will work and do what you want.
It has Windows XP rather than Vista but with all the problems there are with Vista that is probably a good thing.
You are not likely to get Microsoft Office pre-installed on a cheap laptop as Office can cost as much as the laptop above.
You can buy the Home and Student version of Office for less than 100, and it can be installed on 3 PCs, see here:

Dell arent that bad for cheap laptops and also E-buyer is good too. Sony laptops are quite expensive but quite reliable.
Don't buy one from Ebay as your sure to get a bum deal, i did and ended up having to replace a motherboard lol
If your storing photos on it i'd get something with at least a 40Gig hard drive. Try and stretch to a Centrino processor because then you can use it in a wireless environment if your with Bt Broadband.
So specs could be like this
Centrino CPU
at least 512Mb RAM
at least 40 Gb HDD
Windows XP for ease of use
The rest are really personal touches like size of screen etc.

I know that this will raise a few smiles .... but try Tesco - they currently have deals that take some beating ... core2, vista decent ram .... not future proof ... but for the money a good deal.

they are the skodas of the pc world - not sexy ... but when you stop and look - they are actually quite a good deal.
Even the PC mags (this month's computer buyer) are starting to take notice of these unlikely sources
