Mail Piling Up

I live in a relatively new build shared block of apartments and there is a lot of mail starting pile up downstairs that is addressed to previous tennants. Whose responsibility is it to deal with them? Should they just be put back in a postbox with "return to sender" written on them or something?

It only costs around �40 a year to get your post redirected for 12 months (or even less for lesser periods) therefore if they weren't prepared to pay that, they can't be that bothered about what happens to their post.
I'd rip it up and put it out for recycling. Or return to sender.
