used car purchase dealer has car and my money

I purchased a used car from a dealer that was recommended by a mutual personal friend. I paid 3600.00 cash. The car broke down and had to be towed the following two days in a row from the purchase. The dealer told me to return the keys (which I did), and he would return my money. It has been 3 weeks and I have not received my money. He has the car and my money. Is there a law on the length of time he can hold my money?

phone him up,but be nice,tell him you will be contacting your solicitor if the money is not received after another 14 days.
