Licencing

Do you need a licence to do Leaflet Distribution in the uk?. I seem to recall something in the local press about this subject. If yes does anyone know what the costing is for this licence.

I have been in local authority licensing control for 19 years and have never heard of it. Doesn't mean to say it isn't necessary but not from the council.
