water problem

We have a problem with water In the back garden
The house is on a slope and water runs down to the bottom where it collects .
This is hapenning even if it rains or not .
Iv'e been unable to find out where it is coming from as you can only see it at the bottom of the garden - i.e it flows down under the soil .
There are allotments to the rear of the property , however the problem is stIll there in the winter months .
My neighbours on the same side of road have the same problem .
I wish to do up the garden
Any ideas of the best way to deal with this problem ? Does anyone know of anybody / firms in the West Midlands area that could solve this problem ?
Thanks

Could this be your problem? ie. the bottom of your slope being below the water table level?
