(People who hold a Swiss residence permit may travel freely within the Schengen countries but not other people admitted to Switzerland, irrespective of whether they require a visa to enter Switzerland).
If you wish to travel to Schengen countries, you should apply for a visa through the embassy or consulate of the first Schengen country you will enter (or of the principal country where you'll be staying if the first Schengen state is only visited in transit)..
