Personally I'd allow a fair bit of extra time. As Norman says, the 28th is a Bank Holiday and all the 'Sunday' drivers will be out a day later. It only takes a liitle knock in those roadworks and the whole lot comes to a grinding halt! Where are you coming from? Are you in a position to use the A6 instead to access Luton? The airport is pretty well signed whichever way you come in.
If you are up Harlow way, you could try taking the A414 to Hatfield, just before J4 of A1(M) left onto A1057 into Sandridge, then right onto A1081 through Harpenden to the end of the M1 spur at J10. If you are coming from South Essex, M25 and M1 is still your best bet, unless you hear of trouble on the traffic news.
