do personel who were medivaqed during the war phase receive the medal if so do they qualify for the clasp?

Depends how long they were 'in country' for though if they were a medivac case I would have thought so. For the Northern Ireland(General Service)Medal you had to have served in the Province for a minimum of 28 days to qualify for the medal.
