Why do you never see a special constable in the Bill?

A few years ago there was an over enthusiastic Special PC in the Bill, but they were only in one episode, and if my memory serves me right they either gave up or died.

there was special constable terry siddenum i think his name was, he was a mate of dez taviners and he was stabbed whilst trying to get a womans phone number who had just shot someone without him knowing
