Unsigned Deed of Covenant lodged at land registry. Transfer of property took place 2002. Are we obliged to sign this now and are the covenants enforceable?

In my view it is not possible to give a proper reply to this without more detailed information. What was the covenant about, when was it prepared, what effect does it have on the property, has the covenant been accepted as valid by the Land Registry & included on the land certificate?
