parking of works vans

please can some one help me.we have a neighbour who runs a building firm from home.he often leaves his vans parked erratically also drives them erratically.he wakes us up all hours of the day and night moving them arround and loading them up.he also parks a mini jcb digger on the road aswell.and due to his parking he held up an ambulance for 10 mins.we live at the bottom of a cul de sac and he lives half way up.who are the correct people to report this to?

Are the council aware he is running a business from home? That is your first point of contact - the planning office.

Environmental health for issues of noise.

Also the council and the police for obstruction of the highway - it is certainly illegal to park a jcb digger on the road.
