My new concrete garage base is very dusty - do I need to let it 'cure' for a minimum length of time before I can either seal it or paint it. ? The builder was not very informative hwen I asked him - he just said it would 'settle with time' Any advice appreciated.

Leave it for about a fortnight. This will mean the vast majority of curing has occured and any water that is going to evaporate will have done so. The dust will stay a problem unless you paibt the floor. Give it a couple of coats of a garage floor paint. There are loads available, so just pop down to your local DIY. Some require a sealant to be painted on first, some don't. Just read the can.
