why has my plumbago plant not flowered this year? It was pruned hard for winter and kept frost free

You probably pruned it back too much as it wants to be a large shrub. If you have it in a pot, try adding a tablespoon of milk to the water. It helps mine to bloom. The plants like the calcium and minerals in the milk. I use it for all my potted plants. You can also root prune it if you top prune that severely. Otherwise you may need to put it in a larger pot.
