Yes, and the law demands that you wear them.
What about the driver?
Here, in Ireland, legislation has just been introduced that it is compulsory for all taxi drivers to wear seatbelts or face penality points on their licences. Taxi drivers were very annoyed about being forced to wear belts as they felt that they would be in more of a vulnerable position if somebody tried to attack them (no taxis here have a partition to separate driver and customer) as the seatbelt could be used to strangle the driver.

ive never seen a taxi driver wear a seat belt in the uk.can you imagine a taxi driver trying to enforce a seatbelt law to a bunch of drunks on a friday night??
It is compulsory for passengers but not for the driver (providing he/she is working). Certain passengers are excempt though.
