�Make Do and Mend� was a wartime slogan for the rationing of clothes. Some school children were asked to bring old woolly jumpers etc to school in exchange for a day old chick.

I think you are thinking of Mrs Sew-n-Sew, a little rag-doll type creature ... full of wonderful instructions on how to darn silk stockings - which were quite impossible to follow!!! I think she drove everyone up and wall in the end, but there's no doubt she did come up with some good ideas; provided you had more than basic sewing skills to begin with!
