Does anyone know if (with the new smoking bans) smoking in police (not prison) exercise yards is now prohibited?

The Met Police have banned smoking on all premises, including yards, custody cages, garages etc.
There was apparently concern about prisoners being denied cigarettes and the possibility of challenges being made about the conditions they were held under and the effect on investigations, but advice was sought which stated it did not breach human rights to deny a cigarette.
