This resulted in the ridiculous situation of the water in our shower going off if next door put their washing machine on! We changed to our own supply (doing this through the water company) and it has been fine ever since.

There are two facets to mains water pressure. The first is the static pressure. This can be measured by a gauge and is guaranteed by most water companies to be at least one bar. Its the pressure exerted when the water is off.
A more useful measure is the flow rate. This is how much comes out in a minute from the cold tap in the kitchen when you turn it full on. This is much more useful measure. If you have a small diameter pipe linking your house to the mains (or loads of householders on the section of mains pipe close to you, the flow rate can be feeble.
