car wheel sizes

i a car has 13" wheels and you fit the same car with 17" does the performance differ? as the spedo reading would be inaccurate

A car's performance is not related to the speedometer.
the wheels will be too big,there will be not enough room for them try 15 inch,they will be much better.
The performance will differ, the car will have sluggish accelaration as you will have altered the gearing quite a lot.
I changed my 14" steels to 18" alloys and your ride is a lot rougher/harder but grip is 10x better.
