I like that.
I wouldn't say utter disdain, more a traditional set of laissez faire economic and capitalistic values which gives rise to a meritocratic system in Ol' Blighty.
The man has no ill-will in his portfolio, he just sees England what it is- A ruling nation, led by the deserved elite making sure the peasant classes are comfortable, but not too cosy, if that makes sense.
He is also an immensely likable chap, more well educated and upper-middle class than the stereotypical hoo-ray Henry.
The peasant classes could do a lot worse than him for a role model. And as our capital city is being infiltrated with wannabe gansta' black children who say "Know what i'm sayin'" after every sentence, who wear ridiculous clothes and gesticulate like some rabid baboons whilst all carrying knives and guns, Boris would get my vote anyday.
