Reverse microwave / cooling

I remember some years ago (15+, maybe longer) an article on TV talking about a 'reverse microwave oven' based on a technique called 'electron swapping' (I think) where (for example) a bottle of wine could be chilled from room temp to cold in a matter of a minute or two. Anyone remember this or have any info on what happened to it?
