There was talk about having the MOT done every 2 years. What happened to this idea?

Neil, Lord Davidson QC concluded that UK authorities should consult during Spring 2007 on reducing MOT test frequency for passenger cars towards EU minimum requirements (every 2 years for vehicles over 4 years-old) to simplify existing legislation balanced against potential safety implications.
I presume the consultation has not yet ended.
