Leaf curl - but not on peach tree

My orange trees have curled mangled leaves on all the new shoots although I have been spraying them with an insecticide, it now appears to have spread to the box hedging surrounding them.
Is this the same creature as peach leaf curl, or is there another pest out there?
Any advice greatly appreciated.

Peach Leaf Curl is a fungal disease and not a pest. My guess is you have aphid which will spread to the box from the citrus.
