Electricity/Light Regulations

Am I likely to encounter any certification/regulation problems asking an electrician to fit Double Insulated Light Fittings in rooms which currently have only PVC Black and Red lighting circuit cables?

I believe this will get around the need for a light circuit re-wire. EDF are installing a new earthing point and ensure the earth cable to the gas and water pipes are standard and a new RCD Consumer Unit will be fitted utilising existing cables and the new earth (in order to remodel the bathroom and fir an electric shower and bath)
