i have 3 image sze settings on my phone which will get me the best picture and which will get me the biggest picture if i transfer it to the computer? there 640x48 320x240 and 176x144

So best is 640x480, next best is 320x240 and next best (worst) is 176x144.
Note that the 640x480 picture will still only be .3 of a megapixel (multiply the 640 by the 480 to get 307200 (or .3 megapixel)
Even low end camers nowadays are 2 or 3 megapixel so you can see the quality from your phone will still be fairly poor.
So best is 640x480, next best is 320x240 and next best (worst) is 176x144.

One more thing.
I think (though I am not certain) that the pictures will all be the same size, it is just the number of pixels that changes.
So the picture using the highest pixels (640x480) will be the same size as the one with the lowest pixels (176x144), but will be better quality.
If you plan to upload them to a PC go for the highest quality (640x480).
