My pc won't work?!?!

I was having problems with my internet and so I called virginmedia, they sugested I reboot my pc but when I tried to get my pc to come back on it gets to 27% and then wont go any further...I've tried my disk but it won't work...what can I do??

You do know that reboot means exactly the same as restart (i.e. shut it down, switch it back on)?

Yes I know that reboot means turn off and restart but like I said...I turned it off but it wouldn't restart right.
When i start it gets to 27% I was talking about the progress bar that sometimes comes up on the screen!!

Reboot then press F8 several times and select Start in Safe Mode. When Windows starts shut down and reboot.

rebooting is not the same as shutting down and restarting.
Rebooting doesnt switch off some components like the hard disk, MOBO and ram. Shutting down and rebooting turns off everything before restarting the pc.
