Foreign eTicket retrieval

Can a Ukrainian citizen in the Ukraine pickup an eTicket purchsed from the United States, or must the ticket be purchased by cash in the Ukraine?

To the best of my knowledge, the ticket is accessible through a link provided by the airline/agent to the purchaser by e-mail, at the e-mail address he/she gave, if not actually direct as a ticket in itself (i.e. as an e-mail to this same address). If that e-mail is forwarded to another address where the person who is named on the ticket can access it (remember that the name on the ticket must match that on the passport/ID that it presented on check-in) then he/she can print it out and use the ticket. Where the ticket has been prior to check-in is irrelevant.
