Time limit for administering the estate

My grandmother died over 2 years ago in March 2005. Her son (my uncle) is the sole executor of the will and has done nothing at all.
He will receive most of the estate and the house, but he is not the sole beneficiary and other people (including myself) are named in the will and have not yet received what we are entitled to.
Is he breaking the law and will he be penalised?
