Rules regarding horse riders on roads

I have it in my mind that horses and bike riders for that matter must ride in single file. Is this correct?

For horse riders, The Highway Code states

"39: When riding on the road you should ...never ride more than two abreast, and ride in single file where the road narrows or on the approach to a bend."

When we ride on the roads we ride 2 abreast, but if the road is busy or a lot of traffic etc then we shall go single file.
Of course you get the riders who don't care and still ride side by side... the same way as you get drivers who don't slow down or give plenty of room when passing.

Why ride two abreast Caladon?

I do always slow down and give a huge wide berth, but it is hard to have any sympathy for horse riders who choose to put their horses at increased risk.

A lot of the time the horses are being ridden two abreast as the horse on the inside is not used to roads and this can stop it from panicking when cars pass...
