If the person definately can't be talked round to signing themselves in then (unless they are a danger to themselves or others) there is very little the health srvices can do. But I would telephone your local health service or alcohol anonymous who would be able to provide you with all options. Good Luck - this can be a real heartache & struggle.
Unless you can convice them that they have a problem you really are helpless. We have the same problem in our family and we have tried loads of times to get them sectioned as they are a danger to themselves as well as other people but the health act says that they have to do it themselves, which is never going to happen. So we have to sit back and watch it all happen. He went into a mental home for a few weeks for an assement but they deemed him fit for release but when he was in he gained more money from the state because he is an alcoholic so when he got out he was in a worse state than before because he had more money to drink away. This caused him to gain 'new friends' and as you said his money and stuff went missing. God luck but we have been trying for years.
