Dust cap stuck on bike tyre

The dust cap on the front wheel of my bike is stuck. I just can't budge it to pump up the tyre. It's not mis-thread, just jammed. How can i get it off?!

A pair of pliers and some elbow grease should do the trick !
-Be sure to turn it the right way also....

WD40 sprayed on, then the pliers/molegrips.

To help the wd40 seep into the thread, put the valve and cap up at twelve o clock so gravity is helping you!
