Why didn't Voldemort apparate inside the department of ministries for the prophecy?

it is mentioned that he would be too worried about being seen and who knows what magical alarms may be present. He appears at the end simply because events have moved beyond the point where he needs to worry about public awareness and to help the death eaters

Even if Voldemort apparated in, Harry would be the only one that could touch the prophecy, so it really would not matter if he did. He showed up later though in the ministry.

he wouldn't have to be seen. when weasley was bitten by the snake, he could've just walked in and ad taken it. dumbledore didn't come that fast. and he could touch the prophecy. and then why did the death eaters apparate inside?

I think that Voldermort only sent Nagini for a spy, but sure he could have apparated in anytime he wants. But there might've have been some Unspeakables he would have to get through, and those doors (how do you get through those things anyway?)
