Somebody/someone

Does anyone know of the phrase/verse about 'Somebody' - often used in an environment where nobody wants to own the problem and passes it on to somebody to deal with -

Somebody said that it couldn't be done
But he with a chuckle replied
He wasn't the one to say so
At least not until he had tried
So he buckled right in
with a trace of a grin
and he started to sing as he tackled the thing
That couldn't be done and he did it

Something along those lines.
