Yes it is - like almost all capital cities. On the other hand, it's possibly a little cheaper than London; but it all depends on what you like doing.

There used to be a readily available book called The Paupers Guide to Paris which hwas full of up to date money saving tips, good but inexpensive resturaunts/accomodation etc. We used it in 1992 and had a great time on not much money. Check with amazon to see if there is an up to date edition.
