PS: The main cost of the health element of travel insurance, within the EU, is related to the possibility of repatriation by air ambulance. If your father is taken ill, or has an accident, while in Spain, he'll receive the same free healthcare which Spanish citizens do, as long as he carries his EHIC card with him. If he doesn't take his card, he could be faced with a large bill which most insurers won't pay because they exclude claims which should have been met under the EHIC agreements:

try Free Spirit on 0845 230 5000 or www.free-spirit.com
avoid Marrs Insurance, Holiday Services, Medi Cover and Diabetes UK. too expensive.
also try Help the Aged
www.helptheaged.org.uk and Age Concern www.ageconcern.co.uk.
you will have to shop around and have to speak directly to them at some stage and believe me its time consuming, you can spend up to 30mins per call.
good luck and pls post which one was cheapest and which one you chose.
