Who's responsability is it...

Not sure if to post this in law but who is responsable for unblocking a drain.
My neighbour came round to me and borrowed my rods, to unblock his neighbour (who is polish) drain. They thanked him for it, but it sparked the question of is it their responsability?
They have a rented house and the problems have started ever since the landlord built an extenstion to the house. Now i agree it was only a short time before it woulkd have affected me but should we be doing it for them, or is it their problem or the landlords?

For more on marking an answer as the "Best Answer", please visit our FAQ.It is the land owner's responsibility but if they refuse to do anything, the local authority can take the necessary action and charge back the cost of the works to the land owner. Have a chat with the drainage engineers (possibly in the Highways Department) in your local council for some advice on how to deal with this.
