A bunch of Polish guys have been living in a house near us for the past 18 months or so. Most of them have their cars with them and take up quite a bit of space for one house!! The cars don't have tax discs on them , Polish or otherwise as far as I can make out, are they exempt from duty in the UK?

After 6 months it must be registered with the DVLA and display a tax disc.
A Polish driver can drive in the UK on his Polish licence for 12 months before needing to exchange / apply for a UK licence.
Inform your local police station and DVLA.
