There are a couple of old fashioned "natural" remedies: 1. Beat the white of an egg, add to it 1 Tbsp. milk of magnesia. Apply to elbows and allow to dry. Or 2. Mix the juice of two lemons with half a cup of powdered milk. Add enough water to make a paste. Apply to the affected area and leave on to dry for 20 minutes. Rinse with cold water. If you want something a bit more modern try a cosmetic bleaching agent that has 2 percent hydroquinone - ask in your local pharmacy, beauty counter in a large department store or maybe Boots
You can also cut a lemon in half and rest and elbow in each of the halves. I don't know if it works or not though, it's an old wives tale! You could also try Fade Out cream, which you should be able to get in Pharmacys and the like.
