Removal of flaking paint and repainting of bathroom ceiling

Hi, my bathroom ceiling is peeling above the shower area so I removed some of the flaky bits but need to repaint. What is the best way to remove the old paint or should I just paint over it. Some people say I should apply PVA first and others say to plaster first. This way I don't need to remove old paint. Is this correct? I have bought an eggshell paint which is oil based and better for a moist environment. Many thanks.
