Can you see the minute hand on Big Ben move when you are close up?

I saw the minute hands of Big Ben move on TV the other evening, not sharp incremental moves but a continuous gradual motion.

The distance between the minute marks on each of the four clock faces is approximately 1 foot therefore the tip of each minute hand moves at a rate of about 1 foot per minute (approx. 0.011 mph or 0.005 m/s). This is typically what would be best described as snails pace based on different species of snail having been "clocked" at speeds ranging from 0.002 mph to 0.030 mph.
