Microsoft Flight simulator 2002 and 2004, look on ebay, cheaper than the games stores.

Also add on ATC software is available.

A free, cheap and after a while crap air traffic control game would be called "Approach" google it and ye shal find, and check out www.serials.ws to unlock the full version :) Thats the only version I know of aswell as FSX but you need an internet connection and have the patients to cope with proffessional/beginner flight sim pilots.
