If someone wishes to cheat at those, he might hide a good card for later use or deal the cards out incorrectly etc. Any such action is 'crooked'...ie not correct or not allowed in these circumstances. Anyone who does such a thing has "turned the game crooked". That is, made it unfair or against the rules.
The same can apply to any other game...for instance a golfer might roll his ball slightly from its original position so that it is easier to hit. That, too, would be "turning the game crooked". I hope that helps clear things up.
