serving a notice of joint tenancy

I know that this has been discussed recently but how do I serve it if the other party will not sign a form of receipt for or accept it. This is on a private house by the way

If they wont sign for registered/recorded delivery then a judge will accept it has been sent if you send two separate copies of the s21 and have proof of posting of both (you can get this from a post office). One copy could go astray in the post but highly unlikely that two did, so this is acceptable.
Alternatively, you can hand deliver with a witness (not always possible obviously).
