How can I find out landlord details for the flat below

Is there anywhere that I can find out who the landlord is and his contact details for a flat below mine in the block where there are some unruly tenants? They are unwilling to give me the landlords details and I would like to contact their landlord to tell him they are wrecking his property and causing a general nuisance. Is there a register or anything of that sort?

The Land Registry now has details of the majority of properties in this country. For a fee of �3 you can download a title register, which will tell you who owns the property:
