On January 4th 1642 Charles I entered the House of Commons and demand the whereabouts of some MPs who had upset him. Mr Speaker Lenthall refused to answer, saying that he had neither ears to hear nor tongue to speak lest it be at the request of Parliament. This was soon the least of the monarch's concerns of state. The Civil War ,setting the parliamentarians against him ,was soon to follow and thence his execution. It seems highly unlikely, in the light of that experience, that any monarch has even tried to sneak in there since !. At the State Opening of Parliament the Commons symbolically refuses to admit the messenger (Black Rod) , who brings the invitation from the Queen to assemble in the House of Lords, to reinforce this understanding. The Queen seeks permission of the Lord Mayor to enter the City of London as well. " He who pays the piper picks the tune" may summarize the ultimate origin of both practices!
