Parking Across People's Gates etc

I live on a terraced street on a steep hill and the backs of our houses face onto the backs of the houses on the next terraced street. We all have back yards. Everyone parks on one side of the street (ours!). Dont usually have a problem, but every now and again someone parks in such a way that its across our back gate and so much so (especially when the car behind it parks really close), that one person actually has trouble getting to the gate as the space they've left is that small! This causes problems with our refuse collection too! Just wondered if there's any law about cars parking in such a way that it kind of obstructs your "right of way" (if that makes sense). Makes it even worse because we dont have a car ourselves!! But I'm sure we'd be much more thoughtful if we did!! Would normally have a word if we knew who the car belonged to - but this particular instance - we havent got a clue! Can anyone help?

When 'in the business' we would remove or better position vehicles that blocked exits to allow persons to leave the premises, but not the other way round. If you find access to your property blocked on return then park elsewhere. A polite note attached to the windscreen often helps as these people are so THICK that it has to be spelt out to them..
