Hedge problems

My son lives in a small block of apartments near the sea front with lovely sea views. The views were the main reason that he and others took the apartments. In front of them is a leisure/caravan park that has a leyladii hedge that forms the border of the property. This hedge is now so high that it blocks their sea views from their and others balcony. My son spoke to someone at the park three months ago who said the hedge would be cut in 6 weeks. It wasn't so he went back yesterday to ask about it and was told it would not be cut for at least a year now. Is there anything he can do about this. Would a petition from the residents help? Should a copy be sent to the owners and the council? Any help gratefully received.

Rather more to it than that, and this is a good place to look.
The gist is that a council can, if it feels the circumstances are appropriate, use the Statutory Nuisance legislation to order they be cut. But the Guidance legislation is all about LIGHT, not about the right to a VIEW, and I don't reckon they are the same thing.

I've heard that sometimes a stray fireworks can get caught up in the branches around 5 November and set them alight.
